My son would like to learn to draw and design cars with photoshop. He is 14. Is there a particular program he should start with in photoshop?

I'm not sure I understand your question, but I'll try to help. I like to do a simple line drawing on paper and then scan that into the computer to add color/shading/etc.

For drawing/painting on the computer I would really recommend a Wacom tablet. (http://www.wacom.com/products/pen-tablets)

I also recommend a program called Sketchbook Pro. It's much much cheaper than Photoshop and is geared more towards painting and drawing while Photoshop is more for photography. (http://www.autodesk.com/products/sketchbook-pro/overview)
